God tells the land of Israel to begin bearing fruit and fertile again, in preparation for the people of Israel to return to the in droves from all the nations of the earth where God has scattered them for a very long time. God tells Israel that He restores them for His Name and His Reputation, and not because of their deeds or merits. God tells them exactly why they were punished and scattered for so long, and then rebukes the nations around Israel for their mocking and gloating.
